台灣國際勞工協會（TIWA）理事長陳秀蓮向BBC中文指出，台灣多數移工面臨的困境並非遭受脅迫而「非自願」工作，而是「半自願」的——雖然表面上「選擇」來台工作，但實際上被「債務」綁在強迫勞動系統中，不得不接受超時加班及諸如文件被扣留、薪資遭扣留、宿舍環境惡劣，甚至言語與管理上的霸凌等。
